Minutes for June 2, 2010 Selectmen’s Meeting

The Meeting was called to order at 7:00 p.m.

  • Review of Projects and Issues
Selectman Libby reported that he had taken a few days off, plus the long Holiday weekend, so not much to report.

Selectman Collomy reported that he is still checking on Town roads.

Selectman Burns reported that he was making corrections to the Franchise Agreement and would be attending the Cable Committee Meeting on Thursday, June 3rd.

Selectman Pulsoni thanked all the volunteers who help around Town with mowing around monuments and Town signs.  She stated that things looked good.  Selectman Pulsoni also wanted to remind residents that it is that time of year to be cleaning up yards and getting rid of junk.  Prices are up for scrap metal and the Town has ordinances regarding junk in yards.

Selectman Harmon reported that she has been working on getting answers for the Shoreland Zoning Maps and issues that have been encountered with the maps.  The ordinance and maps need to be approved at the Annual Town Meeting and if they are not approved, DEP will impose its restrictions on the Town, which may be stricter than what the Town has placed in the ordinance.

E.O.091006003 – An order to approve time off without pay for Ruth Scheibenpflug.  Approved 5-0.

E.O.091006004 – An order to approve 19 hours of vacation time for Greg Heffernan.

E.O.091006005 – An order to appoint Jane Cummings, Ruth Scheibenpflug, Bette Robicheaw, Joan Berry, Patricia Morrison, Burton Pease, Barbara Pease, Shirley Libby, Dixie Searway, Ellen Angwin, Sandra Mergen, Louise DiPaolo, Linda Somerset, Darlene Ivy, Arlene Hutto, Sylvia Young, Amber Pickard, and Janet Lang to the position of Election Clerk effective until completion of the June 8, 2010 election.  Approved 5-0.

E.O. 091006008 – An order to appoint Joan Plummer, Sharleen Field and John Myers as Deputy Wardens effective until the completion of the June 8, 2010 election.  Approved 5-0.

  • Other Business
There will be a softball game to benefit ‘Keep The Heat On’ at Carroll Park in Groveville on Sunday, June 6.  Sign up starts at 10:00 a.m.  There is a $5 donation to participate.  Skip’s will be playing against the Buxton Tavern.  There will also be a barbeque during the event.


  • Public Comments and Questions
Robert Elwell wanted to know if there was an answer to his earlier questions regarding the holding tanks at the Public Works Garage.  Selectman Harmon stated she still had not heard back from the engineers, but will follow up with them

Robert asked if the Board could give an explanation regarding the “People’s Veto” question that appears on the June ballot.  Selectman Burns explained that the question deals with new use taxes, approximately 110, that the Legislature had developed in its last session, but had not yet been enacted.  Selectman Burns stated that a “Yes” vote repealed the law and a “No” vote would allow the law to be enacted.

Robert also wanted to know which question on the Warrant dealt with the Shoreland Zoning Ordinances and Maps.  It is article 58.

Steve Anthony asked if a modification can be made at the Town Meeting on wording of an article.  Selectman Burns answered no.

Steve asked about the holding tanks at the Public Works Garage and that this seemed to be an issue that had been resolved.  It appears that the water is coming in to the tank from the outside.

Steve asked the Board to check on the liability issue of the Home Run Derby that will be happening at Community Days.  Who is responsible for damage to property and vehicles.

Steve asked for a definition of the Sick Bank Policy.  Selectman Harmon explained the purpose of the Sick Bank Policy and that it was developed to help employees who had exhausted all sick time and that employees can donate unused sick time to the Bank.




Steve also asked if it was illegal to place political signs on Town property.  Selectman Harmon stated no.  Steve questioned whether or not Selectman Collomy’s signs were too close to the polling place.  Selectman Collomy stated that he had measured from the entrance of the polls and that they were not too close.  They need to be at least 250 feet from the entrance of the polling place.  Steve stated that he had been told previously that no signs could be placed on Town property.

Steve wanted to know the number of properties that are taxed in the Town.  Selectman Libby stated there are approximately 3,900 properties that are taxed.

Steve asked Selectman Burns if his question from Candidate’s Night was his own question or one that the Board may have discussed.  Selectman Burns stated that it was his own question and was asked just to see how the candidates would answer.  There was no right or wrong answer.

Steve questioned whether the repairs to the baler were to the entire machine or just the gears.

Peter Pinkham stated that he had spoken to Tashia Geaumont regarding the liability of the Home Run Derby and said she would be looking into it.  His tenants had concerns regarding any damage that may result from that.

Dennis Santolucito made a comment on the Shoreland Zoning Maps.  He attended the Planning Board’s Public Hearing and thought that there seemed to be a deficiency in the process of how this was presented to the public.  Dennis thought it was late in getting the information out to the public.   Dennis stated that J.T. Lockman from Southern Maine Regional Planning had made the comment that if not approved by the voters, the State can put their mandate on the Town and thought it could buy us some time.

Selectman Burns reminded everyone to get out and vote on Tuesday, June 8, 2010.
